KELLEY CHANGES MIND WASHINGTON, D. C, May 29.— Joseph Kelley, financial expert for the Securities and Exchange Commission, who is to conduct the investment banking inquiry, has cancelled his resignation. Both SEC and national economic committee members are said to have jrged Kelley to reconsider.
