EVANSTON STRIKE OVER The four-day strike of union labor against the city of Evanston appeared completely settled Saturday, when workers returned to their jobs on the Chicago Avenue repaving project. Neither Mayor Bartlett nor Stephen Bailey, business agent of the plumbers union, would admit either had made any concessions. The former expressed complete surprise when infermed that work had been resumed on the paving job. ,
