REPORT ON "SUBMARINE SCARE" OTTAWA, Ont., April 21 The "submarine scare" off the coast of Newfoundland was officially dissipated today by a report to Hon. Ian MacKenzie, minister of national defense, that the boat identified as a submarine really was a fifty-foot fishing schooner. The report to MacKenzie was made by naval officers at Halifax.
