BRITISH CABINET CHANGES LONDON, England, April 21. Prompt action to start the new ministry of supply functioning was taken today when King George approved the appointment of Leslie Burgin as a cabinet minister without portfolio, pending Parliaments approval of the new post. Burgins appointment, which removed him from his former position as minister of transport, brought about several other changes in the government. Euan Wallace, former financial secretary to the treasury, moved into the cabinet as minister of transport. This shift added to the Conservatives strength in the cabinet. Harry F. Crookshank, former secretary of mines, was named financial secretary to the treasury. Geoffrey Lloyd, former home undersecretary, took over Crookshanks position, and Lloyd was replaced by Osbert Peake, M. P.
