Commission Rulings Reported to Daily Racing Form The Illinois Racing Board yesterday made public its findings on cases heard at its last regular meeting on May 3. Owner and trainer Philip Dominguez, under suspension since September 28, 1943, was restored to good standing on the recommendation of William A. Hamilton, steward representing the Board. Dominguez suspension was terminated as of May 3, 1949. The suspension of Jesse J. Arp, owner and trainer, will be lifted as of May 16, 1949 and he will be restored to good standing as of that date, the Board ruled. The petition for reinstatement of Angelo Cilio was denied. Cilios license was revoked for 1948 and he was suspended indefinitely June 15, 1948 in connection with the stimulation of the horse, Richwall, during the Lincoln Fields meeting at Washington Park. He applied for a trainers license for 1949 and after being refused by the license committee was given a hearing at the last meeting of the Board. Irving Pfeiffer, who was suspended and denied the privileges of the tracks in the state in a case involving the claiming of a horse by another party was denied a petition for a rehearing.
