Proposes Study of Possibility Of State Operating Tracks SACRAMENTO, Calif., May 9.— Chairman J. J. Hollibaugh, of the assembly revenue and taxation committee, has advanced a proposal that the possibility of state operation of horse race tracks be studied. Yesterday assembly speaker Sam L. Collins stated that he would be in favor of Hollibaugh s committee investigating the possibility of granting racing licenses to the highest bidder on a competitive basis. "The races would be run by the winning bidder at one of the existing tracks under a lease. If the tracks refused to grant a lease, the state could give a lease for use of the Pomona Fair Grounds or any plant operated by an agricultural dis-: trict."
