Phils Prexy Says ONeill To Sign New Pact Shortly PHILADELPHIA, Pa., Aug. 19 UP. Robert R. M. Carpenter, Jr., president of the Philadelphia Phillies, said today he was satisfied with the work of manager Steve ONeill and indicated the pilot would be signed to a new contract within a few days. Carpenter said the team has been a disappointment but that ONeill couldnt be blamed for the players lack of hitting. "We will probably settle things in a few days," Carpenter said of ONeills contract. The Phillies owner, at the same time, made it clear he was not satisfied with the performance of many of the players. He said not one of them has shown any improvement, and "in many instances they have not equalled their showing of a year ago."
