Named NBC Commissioner WICHITA, Kan., June 29 UP. Louis J. Liberati of Syracuse, N. Y., was named regional commissioner of the National Baseball Congress for New York and New Jersey today, putting him in supervision of the play-offs between the state champions. The New York-New Jersey winner will go to the 20th annual National Semi-Pro tournament in Wichita, August 20. The New Jersey state tournament will be in North Plainfield starting next Saturday and the New York tournament will be in Liverpool beginning July 23.
