USGA Names Two Substitutes For National Open Tourney NEW-YORK, N. Y., June 9 UP.— The U. S. Golf Association announced today that two substitutions have been made in the qualifying field for the National Open tournament at San Francisco next week. Robert "Skee" Riegel of Ithan, Pa., replaced Sam Penecale of Philadelphia, and John H. Spencer of Sparkill, N.*Y., was substituted for Gus Salerno, of Mamaro-neck, N. Y. Penecale and Salerno qualified for the Open on Monday but were forced to withdraw. As the leading alternates in their respective districts, Riegel and Spencer were substituted for them.
