Plan to Operate Pimlico PIMLICO, Baltimore, Md., May 13.— It was learned here today that Charles W. Williams, a Maryland horseman, has outlined to members of the Horsemens Benevolent and Protective Association a plan under which the group can share in a nonprofit organization for the salvation of the Pimlico race track. Under Williams plan, the track would be operated on the basis that all profits go to Maryland charities after all indebtedness of the track and its operation is paid. It is understood that the plan would be presented to the trustees of the Maryland Jockey Club, owners of Pimlico, and Maj. Gen. Milton A. Reckord, track president, later this week.
