Commission Rulings Reported to Daily Racing Form DETROIT RACE COURSE, Livonia, Mich... June .9. James H. Inglis, Michigan state racing commissioner, today released new apprentice jockey rules for the Wolverine state. The changes for the young reins-man will go into effect Friday, June 11, 1954. Inglis statement follows: "By authority of Sec. 5, Act. No. 199, Public Acts of 1933, as amended, and Sec. 2 of Act No. 197, Public Acts of 1952, the following amendments to the rules of the Michigan Racing Commission appearing on pages 24 and 54 of Supplement No. 35 are hereby adopted: . "Rule 111, page 34, is hereby revoked and the following rule approved and substituted therefore: "Rule 111 A : Any male between the ages of 16 and 25, who has never previously been licensed as a jockey in any country, and has of his own free will, and, if under age, with the written consent of his parents or guardian, bound himself to an owner or trainer for a period of four years by written contract approved by and filed with the Michigan Racing Commission, and after at least one year service with a racing stable, may claim in all overnight races, except handicaps, the7 following allowances: "1 Five pounds until he has ridden 100 winners; . "2 Two pounds additional, for the entire duration of the contract when riding horses owned or trained by his original contract employer, provided the contract has not been transferred, sold, or canceled." "B All holders of apprentice contracts shall be subject to.investigation as to character, ability, facilities and financial responsibility; and shall, at the time of making the contract, own in good faith a minimum of three horses in training, or, if a trainer, shall operate in good faith a stable of at least three horses. "C Contracts for apprentice jockeys shall provide for fair remuneration, adequate medical attention and suitable board and lodging for the apprentice; and approved provision shall be made for savings out of his earnings. "D Under exceptional circumstances, such as the inability of an apprentice to ride, because of service in the armed forces, or restrictions on racing, personal injuries or not having a full three-year period from date of his riding his first race to complete his weight allowances, the stewards may extend the periods provided for above. "E No apprentice shall be permitted to acquire his own contract. "F All apprentice contracts described in this rule shall be filed with the Michigan Racing Commission within 30 days after execution thereof or upon filing application for license with the Michigan Racing Commission. "G The failure of an owner or trainer to file any such contract or to obtain the approval of the Michigan Racing Commission thereto, may subject such owner or trainer to the revocation or suspension of his license or to such other disciplinary action, by the Michigan Racing Commission as in its judgment may seem proper. "H. Rule 136, page 36, is hereby revoked and the following rule approved and substituted therefore: "Rule 136 A : The fee to a jockey in all races shall be, in the absence of a special agreement, no less than the amounts as set forth: Gross Purse Winning Second Third Losing of Race Fee Fee Fee Fee $ 700 2 8 8 4 800 and 1,000 35 20 19 15 1,000 and 1,100 37 22 20 15 1,200 and 1,300 40 25 21 16 1,400 and 1,500 42 27 22 17 1,600 and 1,700 45 30 23 18 1,800 and 1,900 47 32 24 19 2,000 and up 50 35 25 20 "B Such compensation shall be deposited with the horsemens bookkeeper not later than 1:00 p. m. the day of the race unless the owner or trainer has sufficient money in his account. "C Such compensation shall be considered earned when he has been weighed out and his number displayed. "Rule 108, Subsection Y, as adopted March 29, 1954, is hereby revoked and the following subsection approved and substituted therefor: "Rule 108 Y: Should any stable be . eliminated by sale or removal from the grounds, the right to claim is void. However, when a stable has been eliminated by claiming, sickness or accident, the owner so, affected shall have the right to claim during the next 30 racing days at any recognized meeting in this state, even though all or a portion of the next 30 racing days take place in the following calendar year."
