Change Lincoln Scratch Time WASHINGTON PARK, Homewood, 111., May 16. — Racing secretary Lawrence, C. Bogenschutz announced that starting Thursday scratch time at Washington Park would be 7:45 a. m. daily, and 7:30 a. m. on Saturdays. Horsemen quartered at Lincoln Fields will be required to submit declarations at 7:30 a. m. throughout the week and at 7:25 a. m. on Saturday.
