Dr. Manning to Address NASRC j NEW YORK, N. Y., June 17.— Dr. James! J. Manning, chief physicist of the Crime Prevention Laboratory of the New York Police Department, will address the National Association of State Racing Commissioners at their convention at Asbury Park, New Jersey, next Tuesday morning. Dr. Manning, who will attend the convention at the invitation of Ashley T. Cole, chairman of the New York State Racing Commission; has done extensive research during the past three years in establishing "The Jockey Club System of Horse Identification" which is said to be similar to the finger-printing system of the FBI. In a previous report in this newspaper it was erroneously stated that this was a system of the FBL
