Phillies Option Two Rookie Pitchers to Syracuse Farm PHILADELPHIA, Pa., May 7 UP.— The Philadelphia Phillies cut down their active player roster to 28 — three above the May 15 maximum — today when they optioned rookie pitchers Jim Owens and Jack Spring to their Syracuse farm in the International League. Owens, a righthander, and southpaw Spring saw only limited action since the season began. Both are subject to 24-hour recall.
