f California Board Revokes Licenses Horace F. Sorter Ruled Off ? Turf Indefinitely; D. Carse Loses Permit for Six Months - LOS ANGELES, Calif., May 8.— The C California Horse Racing Board today i cracked down on violators of the state - racing laws at the recently concluded £ Los Alamitos Quarter Horse meeting. The 3 action was taken at the second day of a 3 two-day session held at the Mirror Build-Z ing in this city. First to feel the weight. of the commissi sion was Horace F. Sorter who has been c under suspension since April 23 for assault-c ing Judge Chester Jones and investigators | Ray Mougand and M. C. Cornell at Los 3 Alamitos. Sorter, whose horse Okie City L Bob was disqualified on April 21 an act 9 which provoked his assault, did not appear I at the hearing. The board ruled that his 3 license be revoked and that- he be ruled off 5 indefinitely. - Then action was taken on owner-trianer - Donald Carse, who was suspended by Los - Alamitos officials for having- four hypo- dermic syringes in his possession. They were found during a routine .check up April 16 in the glove compartment of his pickup truck. His license was revoked for six months, at the end of which time he may apply for a hew one. Groom John W. Lewis Down Until June 8 In other hearings groom John W. Lewis was suspended until June 8 for assaulting his former employ ei, trainer Willie Kelley, at Bay Meadows on February 9. Arnold R. Pohlman, who held a 1955 partnership owners license with Arnold G. Ellis, was denied a 56 license for falsifying, his 55 application. The ruling in no way affected Ellis. He may apply for a license on his own. The Boards meeting on Monday was enlivened by a lengthy discussion on the problem -of meting aut commensurate punishment by stewards to offending licensees when the meetings are approaching an end and the suspending power of the officials is limited to a period of 10 days following the close of a meeting. Before the board for adoption was an order providing that the stewards should include in their rulings in such cases a statement that the punishment they are authorized to mete out is, in their opinion, insufficient and the case is therefore referred to the board for future action. The discussion brought out that stew- ards and track officials would prefer the broadening of their own powers of punishment which would result in fewer cases being brought to the racing board for action. Wendell Cassidy, of Hollywood Park, asked that the stewards be allowed to order suspensions for as long a period as 30 days after the close of a meeting and this recommendation was concurred in by Bert Thompson of the Jockeys Guild. Upshot of the discussion was that the stewards, under the chairmanship of Chester Jones, will make a recommendation in the matter to be brought before the next board meeting. Ask Amendment to Sell Tip Sheets An amendment to the present rules which would grant racing associations the power to permit tip sheets to be sold witfiin "racing enclosures was also debated. An amendment to this effect sponsored by Local 921 of the Periodical and Newspaper Drivers Association was offered by attorney Jack E. Spackman. Race track representatives opposed the suggestion holding that present arrangements in Northern California and at Los Alamitos, where sellers are allowed to operate on the grounds but not within the enclosure is working satisfactorily. The suggested change was referred to the attorney generals office for. study and a recommendation. Request of the San Joaquin County Fair for the postponement until next year of the installation of photo patrol service was deferred until next meeting for action. The board desires further information on the finances of the fair association. Approval was voted of an amendment requiring optometrists examinations for stewards, judges, performance observers, etc., within one year prior to their appointment.- An order was adopted requiring an announcement over the public address system and posting on the notice board whenever a jockey is not going to carry a whip, excepting in races for two-year-olds where whips are prohibited. An order limiting advertising matter in racing programs sold to the pubiic at fairs also was adopted. The board ordered the advertising of a proposal to debar women from stable areas between dark .and sunup, with certain ex-~- ceptions and another proposal to prohibit the use of spurs both in races and during workouts. "* The application of Dr. Lucius McGee for . a license as a veterinarian was taken under submission. The license has been denied for. over a year on charges that Dr. McGee nerved a horse in the Del Mar stable area. The applicant offered proof that the nerving took place outside the Del. Mar area and while the horse was in transit to 1 Mexico where racing of a nerved horse is not prohibited. Owners licenses were denied to Nat Schwartz and Henry Miller while suspended groom Horace Gauss was instructed, to procure and file certain letters of recommendation before being reinstated. The officials and license for the forthcoming Del Mar meeting were approved as were the officials, purse and stakes program and license for the Alameda. County Fair meet.
