Explain Rhode Islands New Unemployment, Sickness Forms LINCOLN DOWNS, Lincoln, R. I., May 8. — John F. Sullivan, chief of the department of employment security and tax division, met with the horsemen here this morning and explained the new unemployment and cash sickness forms they have to fill out for their help under the new rules of the state. Only two groups of horsemen were affected by the broadened laws. They are 1 horsemen who have their base of operations in R. I.; 2 those who have their base of operations outside of R. I. but hire R. I. help while racing in this state. Horsemen who have their base outside of R. I., and who hire their help outside the state and bring them with them have no obligations under R. I. laws. These horsemen will fill unemployment statements with their respective states. Horsemen do not have to report as hired help those who in racing are known as "independent agents," which are jockeys, hot walkers, exercise boys and trainers. Max White, president oi the New England HBPA, said the new rules would affect only about 2 per cent of the horsemen racing here. The new rules brought under state jurisdiction employers who hire one or more persons. Prior to this, the laws affected only employers hiring four or more persons.
