EXCHANGE OF RAW MATERIALS LONDON, England, May 4.— Steps toward Anglo-American collaboration in the exchange of certain raw materials needed for strategic reasons are being taken at the initiative of the United States, Prime Minister Neville Chamberlain announced in the House of Commons today. Britain agreed to open negotiations after Washington requested the talks, Chamberlain said. Tin and rubber are the products sought by the United States from the British Empire, which, it was learned, will buy cotton and wheat from the " United States, while speeding up the rubber and tin deals. The negotiations, it was stated, are making rapid progress.
