RARE OCCURRENCE AT MEADOWS SAN MATEO, Calif., May 4.— An occurrence unique in turf annals to-wit: Two dead heats in succession came about at Bay Meadows today when Ballad, the favorite, and Norswecp, an outsider, finished on equal terms for first money in the opening race after English Harry and Our Goalcr had tied for the winning end of the purse in the concluding number Wednesday. On each occasion the stewards, judges and a kibitzer or two spent many minutes trying to determine the winner from a series of photographs, and in each instance they were unable to separate the horses. In todays dash, Ballad was easily the best, but after suffering interference was forced to race from behind and just got up in time to catch Norswecp, the pacemaker, in the last stride. Napier was on Ballad and Allan Gray aboard Norswecp.
