ALL HIGHWAYS OPEN LOUISVILLE, Ky., May 4.— All highways leading into Louisville will be open Derby day, Saturday. This is the first time in many years that all of the roads have been open to traffic at Derby time. This was made possible when the state highway commission decided to postpone construction work on Federal highway 31 W, the main artery from Nashville, Memphis and points west and south, until next week.
