F. D. R. SIGNS ARMS BILL WASHINGTON, D. C, May 4— A bill calling for 53,000,000 in immediate appropriations and contract authorizations for "critical" defense items for the army, seacoast defenses and fleet expansion was signed yesterday by the President. The measure allows the army to buy and contract for 10,-000,000 of tanks, anti-tank guns, semi-auto-znatic rifles, gas masks, anti-aircraft guns, artillery and ammunition.
