Kemper, Ambassador to Brazil, To Attend Arlington Opening James S. Kemper, Chicago insurance excutive and recently appointed ambassador to Brazil by President Eisenhower, will attend Mondays opening program of the Arlington Park meeting. Kemper has been a member of the Post and Paddock Club for several years and plans to be in regular attendance at Arlington until early in July when he will leave to take up his diplomatic post in South America. Frederick M. Alger, Jr., of Detroit, who has been named ambassador to Belgium by the President, also is a member of the-Post and Paddock Club and usually puts in several appearances at each meeting.
