Defeat Proposed Establishment Of Second Track in Arkansas FORREST CITY, Ark., June 17.— Voters of St. Francis County yesterday defeated, by a reported vote of 2,570 to 1,239, the proposed establishment of a race track in this county. Officials of the St. Francis County Turf Association, which planned to build a track near Forrest City, conceded defeat a few hours after the polls closed. The election yesterday climaxed a long fight between the racing association and the anti-track forces led by Forrest City ministers. Opponents conducted all-night prayer sessions Monday night and yesterday provided voters with baby sitters and free transportation so that they could go to the polls. Oaklawn Park, at Hot Springs, is the only track in the state and operates one meeting annually in the spring.
