Communist efforts to prolong the nation-wide strike wave appeared doomed today as many workers returned to their jobs while only a handful obeyed Red orders to stage sit-down strikes. The Red moves were particularly unsuccessful in the Marseilles area, traditionally a Communist hot-spot, where factory after factory reported workers appearing on the job in force. Awarded Highest Honor WASHINGTON, D. C, Aug. 17. The nations highest military honor was awarded today to a wounded marine who slew 150 Chinese by firing two machine guns from the hip until he hands wereblistered. Mossadegh Takes Charge TEHERAN, Iran, Aug. 17. Premier Mohammed Mossadegh moved today to set up a rengency council to take over the duties of fleeing Shah Mohammed Reza Pahlevi and it was disclosed he is considering the eventual establishment of a republic. Some informed sources expressed doubt that the Shah will return to this country, at least as a ruler.
