Bill to Merge Racing, Trot Boards Presented in Senate SPRINGFIELD, HI., May 5.— A bill calling for the abandonment of the Illinois Harness Racing Commission and the transfer of its functions to the Illinois Rac- j ing Board, which governs the thoroughbred sport, was filed in the Senate today. It has the backing of Governor Strattons admin- j istration. J According to the provisions of the pro-. posal, which was submitted by Sens. Arthur Bidwill. R. River Forest and George Beach R. Springfield the membership of the Illinois Racing Board would be increased from three to five members. In lending his support to the plan, Governor Stratton has pointed out that of the 14 states with both thoroughbred and harness racing, nine, have combined supervision.
