Commission Rulings Reported to Daily Racing Fork SCARBOROUGH DOWNS, Scarborough, Me., Aug. 27. The Maine Running Horse Racing Commission issued the following ruling here today: "In the matter of the rulings of the stewards at Scarborough Downs aginst jockey Charles Richmond, jockey agent Arthur Richmond and trainer Edmund J. Mede under date of August 21, 1953, the commission hearing appeals and judging evidence submitted and substantiated by witnesses at a hearing on this date, rules that the parties referred to did create a disturbance in the stable area but restricts the stewards penalties as follows: Jockey Charles Richmond is hereby suspended only until ! September 2, 1953, and denied the privileges of the track but will be automatically reinstated September 2, 1953; jockey agent Arthur Richmonds fine is reduced to 0 and trainer Edmund J. Medes fine is reduced to ?50."
