Pope Pius XII. to Speak on Monday VATICAN CITY, Italy, May 26.— Pope Pius XII. will make a speech next Monday to the cardinals, archbishops and bishops attending the canonization of the late Pope Pius 2L, the Vatican City newspaper Ob-servatore Romano said. French Warplaries Blast Communits HANOI, Indochina, May 26. — French warplanes blasted Communist troop buildups in the limestone hills below Hanoi today to ease the grave enemy threat to this citys lifeline to the coast. The aerial strike with bombs an d flaming napalm came as French Union troops began pulling back toward Hanoi from isolated outposts in a stop - gap measure designed to strengthen forces here by a full division to meet the threat. Government. FBI Director .E. Edgar 1 Hoover, and Attorney General Herbert Brownell, Jr., announced that six of the arrests were made in Chicago, four in INew York and one in Puerto Hico.
