I I FOREIGN: Rebels Attack in Rice Bowl i SAIGON, Indochina, May 11. — Strong rebel forces attacked government troops in 1 the southern "rice bowl" of Free Viet Nam 1 today, ending a week -long lull in the civil : war. The fighting erupted in the rice-rich Mekong River Delta between the armies loyal to American-backed Premier Ngo Dinh Diem and the rebel troops of the Hoa Hao Buddhist religious sects. Seventy-One Drowned in Ferry Collision TOKYO, Japan, May 11. — A crowded ferryboat rammed another ferry in the early-morning fog of Japans scenic Inland Sea today and sank within two minutes. At least 71 passengers were reported , drowned. Sixteen were missing. Quick . rescue work saved at least 692 persons. Fifty-one were injured. Russia Regards Positively Big 4 Confab WARSAW, Poland, May 11.— Sovier Premier Nikolai Bulganin said today that Russia "regards positively" a meeting of Big Four chiefs of state and will study carefully a Western invitation to such a conference. Bulganin made his statement in a general policy review before a nine-nation Eastern European conference which opened this morning in the Polish Council of Ministers. NATO Asks Cease Fire in Formosa Area PARIS, France, May 11. — The North Atlantic Treaty Organizations Council of Foreign Ministers called today for a cease fire in the Formosa area, warning that further hostilities there would "clearly endanger the peace of the world." The council wound up its historic three-day meeting here with a final communique which issued the warning about Formosa and gave its official blessings to a proposed Big Four conference "at the summit" with Russia this summer. Rearmament Forces Reds to Protection WARSAW, Poland, May 11.— Soviet Premier Nikolai Bulganin told a nine-nation Eastern European conference today that German rearmament has forced Communist nations to seek measures to protect their security. I Dulles to Dine With Molotov Saturday PARIS, France, May 11. — U. S. Secretary , of State John Foster Dulles today accepted an invitation to dine Saturday night in • Vienna with Soviet Foreign Minister V. M. j Molotov. The Soviet foreign minister, invited . the Western Big Three to dinner . there on the eve of the scheduled signing of the Austrian state treaty on Sunday. The dinner will group Dulles, Molotov, British Foreign Secretary Harold MacMill-an and French Foreign Minister Antoine Pinay.
