Saw Need for Photo Patrol The late Col. Matt J. Winn was a far-sighted man, according to a clipping dated May 20, 1936. Unearthed in. the files by a Lincoln Fields publicity man, the clipping quotes the original "Mr. Kentucky Derby" as advocating the photographing "of the. entire race" as a great "boon" to the sport of horse racing. He also is reported as saying that he fully intended having such a camera installed at Churchill Downs in Louisville.
