Commission Rulings Reported to Daily Racing Form SCARBOROUGH DOWNS, Scarborough, Me., Aug. 21. Believed to be the first ruling: of its kind in racing today, the Maine Running Horse Racing Commission ruled that henceforth any horse winning an optional claiming race and entered for a claiming price will be considered as a winner of a claiming race. The change was embodied in an amendment to the Maine Rules of Racing No. 642 and reads: "Any horse winning an optional claiming race and entered for a claiming price, will be considered as a winner of a claiming race."
