Harness Racing Extension Bill Up to Gov. Stratton SPRINGFIELD, 111., June 29. Gov. William Stratton has on his desk a bill, passed by both the House and Senate, which would extend the harness racing: season in the state. House Bill 670, which was passed by the Senate Tuesday, changes the legal harness racing time in the state to March 1 to November 15. Prevously it has been April 15 to November 1. In addition, the measure, which passed the Senate 45 to 0 Tuesday, provides for six charity days of racing, to be run consecutively either before the opening of the regular season or after it.
