Apprentice Billy Phelps Joins ThistleDown Colony THISTLEDOWN, North Randall, Ohio, June 29. Apprentice Billy Phelps added this name to the list of "bug" riders active here when he checked in Wednesday from Arlington Park. Licenses have been issued to nearly 30 apprentice riders at this meeting, which is a representative figure. .
