, , , . v Ohio Passes Bill To Up State Take Gov. Lausches Signature Will Make Measure a Law; TRA, HBPA Dispute Asset COLUMBUS, Ohio, June 29. A bill to increase the states revenue from wagering on running races was passed in the closing minutes of the recent Ohio Legislature session and lacks only Gov. Frank J. Lausches signature to become a law. The state "chief executives signature on the measure is regarded as a mere formality, however. He has supported the legislation since it was introduced. Proponents of the measure say it will increase Ohios income from betting about 50,000 annually, but representatives of the Ohio Thoroughbred Racing Association and Horsemens Benevolent and Protective Association, two of the organizations that opposed the measure, dispute this assumption. Harness horse tracks, under the new law, will fare much better than the thoroughbred courses, for they will be permitted to deduct 15 per cent, instead of 14, as now, from each betting pool. In addition, the State of Ohio will return the assessments to each individual county and independent fair. While the running race courses must operate under the increased taxation measure, the scale of taxes will remain as it is at present for harness race ovals. For the running race tracks, the overall take will be increased three-quarters of one per cent, jumping from 12.75 per cent to 13.5. However, this hike in taxes will go to the state treasury in the form of the increased three-quarters of one per cent in each bracket; Proposed Scale of State Tax Following is the new proposed scale of state tax under which the thoroughbred tracks will operate: j I Two and three-quarters per cent of the . first 0,000 wagered each day. Three and three-quarters per cent of the next 0,000 wagered. Four and three-quarters per cent of the next 0,000 wagered. Five and three-quarters per cent of the next 00,000. 1 Six and three-quarters per cent of all sums over 00,000. Thus, if a track handles 00,000 in wagers in a day, it will collect 3,500, instead of 2,750 at present. But the increase in state taxes will consume the difference, as the state assessments will be ,150 instead of ,400. Harness race tracks will continue to function under the old scale, except that they will deduct 15 per cent from each betting pool instead of 14. The 15 per cent includes both the tracks and the state!s share of the play. The scale of the states share of the wagering for harness, race courses follows: Two per cent of the 0,000 wagered each day. Three per cent of the next 0,000. Fmr per cent of the next 0,000. Five per cent of the next 00,000. Six per cent of all sums over 00,000. There will be no change in the law covering breakage. The decision to return the taxes collected at county and independent fairs to the individual expositions will cost the state approximately .0,000 in revenue annually.
