Mayor Bailey Racing Enthusiast CAHOKIA DOWNS, East St. Louis, 111., May 8. — Whenever possible, Virgil T. Bailey, mayor of Mt. Vernon, 111., takes in the sport at this course. Tile mayor, who filed the first claim at this meeting, taking the good campaigner Wilshire, also owns Dogmere, Gregg County,/ Just Tilly and River Flows. The latter won here several nights ago. Jewel D. Clark conditions the Illinois-owned horses.
