HBPA National Purse Group Accorded Final Authority Under an amendment to the constitution and by-laws of the Horsemens Benevolent and Protective Association passed unanimously at the recent convention of the horsemens organization, the National Purse Committee in the future will have final authority to negotiate purse agreements with racing associations. However, the National Purse Committee will not enter the picture unless its assistance is solicited by a local division. The agreement follows: "That the National Purse Committee consisting of the president, chairman of the board, the four national vice-presidents, the general counsel, and the president of the division where the purse controversy arises, and membership not to exceed five members of this group, in the event of an impasse and referral of the controversy to the purse committee that the purse committee have final authority to negotiate the purse agreement with the racing association as distinguished from its present advisory function."
