Cole Designated Chairman ALBANY, N. Y., May 6.— Gov. Thomas E. Dewey confirmed today his designation, effective May 1, of Ashley T. Cole of New York City as chairman of the state racing commission. Heretofore, the chairman was selected by the commission members, but henceforth, pursuant to legislation enacted last year, the Governor will oppoint the chairman. Cole was appointed to the commission by Gov. Herbert H. Lehman in 1942. In 1945, after Herbert Bayard Swope resigned from the board, he was elected to the chairmanship by his fellow-commissioners.
