After two weeks study, Gov. G. Mennen Williams signed the bill which the state legislature at Lansing had passed by onesided margins. The bill increase the flat racing "take" to 13 per cent and the harness "take" to 14 per cent. It has been estimated that the state will gain 60,000 a year through the increase and the association will share a similar amount. The tracks and the state will split the 1 per cent added to each sport." In flat racing the division is now 6% per cent to the state and 6Y2 per cent to the associations. In harness racing the state gets 4% and the associations, 9Y2 per cent. The bill stripped racing commisioner James H. Inglis of power to regulate concession programs and admission prices at the tracks. It also provides that the Detroit area be limited to the three existing tracks and that their licenses be renewed automatically each year upon payment of the license fee.
