Rose Bowl Discussion Tops Big Ten Spring Conference EVANSTON, 111., May 23 UP.— The Big Ten*s spring meeting opens tomorrow with the Hose Bowl probably the second item on the agenda. Faculty representatives, athletic directors and football coaches will meet separately in the morning while the directors and representatives will meet jointly in the afternoon. The bowl question, apparently doomed for rejection, must come up in the joint session. It was understood the bowl matter would be the first item of business for the joint session and if it comes up Thursday afternoon, it was indicated the decision would be announced that evening. The football coaches were expected to discuss the use of the fifth official at games. The fifth man was authorized by the .directors last December*
