Senate Confirms Wartons Reappointment to Racing Board SPRINGFIELD, 111., June 23. The Senate Wednesday approved the reappointment of Frank Warton Chicago to the Illinois Racing Board. Wartons appointment was confirmed 38 to 2 after Sen. James Monroe D.-Collinsville protested that the Board consists of three Republicans. Monroe claimed that William S. Miller, of Ottawa, a board member actually is a Republican. The law requires that both Republicans and Democrats be represented on the board. Warton and chairman Paul Serdar are the Republican members, while Miller .was named as the Democratic member. Monroe said that "Democrats in southern Illinois" are planning to challenge in the courts the right of Miller to sit on the board. The Senate executive committee recommended passage of a bill sponsored by Rep. Paul Powell D.-Vienna to require that not more than two members of the three-man harness commission be members of the same political party. Monroe charged that Miller voted Republican in 1946, 1952 and 1954.
