Senate Kills Bill to Merge States Two Racing Boards SPRINGFIELD, 111., June 23. The Illinois Senate Wednesday again failed to pass Gov. William Strattons bill to merge the Illinois Harness Racing: Commission with the Illinois Racing Board. The bill was postponed when it failed to pass last week but Wednesday administration leaders let it go down to defeat, 16-to-21. "Governor Stratton is vitally interested in these bills a companion measure also was offered and he personally gave-.them to me," Senate majority leader Arthur J. Bidwill R. River Forest said in a vain speech for support. Sen. William J. Connors D.-Chi-eago said he didnt believe the types of racing were similar enough "to let this bill work." There was little other debate. Governor Stratton said he didnt see it should be necessary to have the two bodies handle sports involving the racing of horses. ,
