Governor Has Bill Aiding Southern Illinois Tracks House Passes Measure Cutting Tax If Handle Is Below 00,000 SPRINGFIELD, 111., June 23. The Illinois House Wednesday passed and sent to the Governor for his signature a bill to reduce the states share of the mutuel take at race tracks when the daily mutuel play falls below 00,000. Sponsors said the bill was aimed to gie relief to Fairmount Park and Cahokia Downs in Southern Illinois. They argued that without the tax relief the two tracks probably would have to go out of business, thus cutting off all revenue the state now receives from them. The bill would exempt the tracks from the 2 per cent privilege tax when the mutuel play dropped below 00,000, but the track would still have to pay the 4 per cent pari-mutuel tax. The measure previously passed the Senate. In other action, the House killed a bill sponsored by Rep. Louis Janczak R. Chicago that would require all employes of race tracks in Illinois to be residents of the state. The present law requires that 85 per cent of the track employes be state residents. The bill got only 39 of the required 77 votes. Opponents argued that track operators could not find enough professional stewards, starters, patrol judges, racing secretaries, and other officials in Illinois to fill these posts. By a vote of 81-3, the House this morning passed a bill banning all minors from attendance at race tracks in the state where pari-mutuel wagering" is conducted. The measure applies even if the minors are accompanied by their parents. The bill is sponsored by Rep. Walter Babe McAvoy R. Chicago. McAvoy has a similar bill which would apply to harness tracks but didnt call it up today. McAvoy sponsored the date rotation bill which was beaten in the House Tuesday.
