- Kelfey and Gushen Stop Off En Route to NASRC Convention Emmet J. Kelley, president of the National Association of State Racing Commissioners, stopped off in Chicago Tuesday en route to Los Angeles, where he will preside at the convention of that organization which gets under way Sunday in the California metropolis. Kelley is accompanied by his wife and son. Also training out for the NASRC session Tuesday was Irving Gushen, national president of the Horsemens Benevolent and Protective Association.
