Warton Reappointed to Board SPRINGFIELD, 111., June 15.— Frank R. Warton of Chicago has been reappointed a member of the Illinois Racing Board by Gov. William H. Stratton. Wartons term is six years. He is one of the two Republicans on the board, chairman Paul Serdar being the other. William S. Miller is the Democratic member of the commission. ■ i
