Small Elected to Bowie Tracks Board of Directors BOWIE, Md., June 15.— Frank Small, Jr., former chairman of the Maryland State Racing Commission, has been elected to the board of directors of the Southern Maryland Association, operators of the Bowie race course. The announcement , was made by Donald C. Lillis, president of the track and chairman of the board, fol- ,A lowing a meeting at the track today. Small, a native of Prince Georges County, resides at Clinton, Md., and is Maryland commissioner of motor vehicles. He has a thorough background of Maryland racing and its problems. Small was president of the National Association of State Racing Commissioners in 1951 and a former member of Congress.
